The various flows and complexities of interactions and decisions to which we are asked to respond in current and modern life, at all levels, are well known, but what will concern us in these phase are those related to cities, and specifically to the formulation of CESCONF as Organization of cities with the characteristics that we will shed like the seeds of a flower with fruit.
Already in the 21st century more than 50% of the world population live in cities, and the trend is that, little by little, the % will increase due to the magnet-like influence that cities have on the world population. Given all this, there must be, and that is what we propose to resolve, a type of territorial distribution that rationalizes it and projects it in some way into the object of cities and that, as some have already suggested, the social crises of the 20th century and XXI have originated in societal crises as the origin precisely cities, apart from the recent health crisis of n-Covid19.
Exercising the power of organization at this level, and the decisions derived from it, from strongly centralized structures can imply, and implies, high costs, in addition to being inefficient and producing poverty and dissatisfaction in the citizen. That is why in this presentation we should start by mentioning the difficult, although not impossible, fitting of a superstructure like the one we are going to try to break down, and which seek to draw the theoretical-practical political framework in which we are going to move.
It is well known that the prehistory of the Nation-State, as it is currently understood, dates back to the XVth century in the Italian Renaissance, with all the nuances that may be added from the different later times, but we are not going to do memory butchers, and we will focus exclusively on what interests us here (just to mention in passing that already in ancient Greece, Rome, ... Well-known City-State structures were formed, long before the State dimension as we know it today was known).

Taking a giant leap, and without pretending to establish a chronology that other manuals provide, we will introduce the perspective of the globalization of markets, media, knowledge, .... that some currents of thought have already observed, and in particular the fact that if decision centers, and those who effectively make certain decisions that affect cities and their citizens, if they are closer to them, they will develop greater control skills by the citizens themselves, and, although indirectly, they will make the transparency of the entire system, as a whole, easier, and even, why not?, preserving inherited structures that will have to be cleaned, optimized, consolidated and regulated , to meet the objectives that we have set ourselves and that we are going to develop.
We will make some mentions, few, to historical concepts, those strictly necessary to understand what it is about to explain, but we will avoid documenting it with quotes or other types of crutches that others, inevitably, in a positive or negative way will do.
